LONDON (Reuters) - British farmers will be the first in Europe to get a vaccine against Schmallenberg virus, a new livestock disease that hit the continent in 2011.
The Department for Environment, Food and Rural Affairs said on Tuesday that MSD Animal Health, a unit of Merck & Co, had been issued a licence for the new vaccine after an accelerated assessment to make it available this summer.
As a result, farmers will be able to vaccinate sheep and cattle before most of them become pregnant, which is important as exposure to the virus can cause damage to foetuses.
Schmallenberg virus - named after the German town where it was first detected - infected sheep and cows on at least 2,600 farms in eight EU countries in 2011.
It is particularly harmful to the offspring of animals infected during early pregnancy, resulting in stillbirths and malformations such as brain deformities, twisted spines and locked joints.

A church van that crashed near Vandalia, Illinois.

Five people were killed Monday when a church van carrying 11 passengers rolled over on Interstate 70 in southern Illinois, the Fayetteville County sheriff?s office confirmed.
It was unclear why the van, which had Maryland plates and was en route to the East Coast from California, flipped near Vandalia, Ill., about 70 miles northeast of St. Louis.
No bad weather was reported in the area at the time of the crash, according to the sheriff?s office.
Several people were taken to the hospital, some by medical helicopter, The Leader-Union in Vandalia reported on its web site.?
Four of the injured were taken to Fayette County Hospital in Vandalia and were in fair condition, a spokeswoman told The Associated Press. Two were taken to Greenville Regional Hospital in Greenville, Illinois, but their conditions were not immediately available.?
Eastbound I-70 was closed to traffic because of the rollover, NBC station KSDK in St. Louis reported.
According to a preliminary report from the Illinois State Police, the white 2002 Dodge 15-passenger van was eastbound on I-70 when it veered off the roadway and rolled multiple times, ejecting several passengers before coming to a stop.
Investigators were on the scene of the accident trying to determine the cause.

Hot on the heels of yesterday's rumors, Yahoo and Tumblr have jointly announced a "definitive agreement" for the former to acquire the latter for $1.1 billion. The agreement makes it clear that Tumblr will be "independently operated as a separate business" with its own branding and line of development. A frankly worded press release says that this arms-length arrangement will help Yahoo "not to screw it up" and promises that the 300 million monthly visitors to the blogging site will continue to experience Tumblr's "irreverence, wit, and commitment to empower creators." If all this is to be believed, those who have allegedly fled to WordPress, for fear of Tumblr being shut down or re-versioned, may have slightly jumped the gun.

President Barack Obama took a break from the trifecta of controversies?IRS, Department of Justice, Benghazi?swirling around the White House on Sunday to deliver the commencement address at Morehouse College, the historically black, all-male institution in Atlanta.
"What I ask of you today is the same thing I ask of every graduating class I address," Obama told 500 graduates and an estimated 10,000 onlookers, most of them in ponchos, on the school's stormy, rain-soaked campus. "Use that power for something larger than yourself."
While the message may have been unremarkable, the occasion was historic: Obama became the first sitting president to address Morehouse, the alma mater of Dr. Martin Luther King Jr., whose spirit was evoked throughout the speech.
"Many of you know what it?s like to be an outsider, to be marginalized, to feel the sting of discrimination," Obama said. "That?s an experience that so many other Americans share. Hispanic Americans know that feeling when someone asks where they come from or tells them to go back. Gay and lesbian Americans feel it when a stranger passes judgment on their parenting skills or the love they share. Muslim Americans feel it when they?re stared at with suspicion because of their faith. Any woman who knows the injustice of earning less pay for doing the same work?she sure feels it."

The president said that while it might be tempting for graduates to use their degrees for personal wealth, they should aim for more. "I know some of you came to Morehouse from communities where life was about keeping your head down and looking out for yourself," Obama said. "Maybe you feel like you escaped, and you can take your degree, get a fancy job and never look back. And don?t get me wrong?with the heavy weight of student loans, with doors open to you that your parents and grandparents could scarcely imagine, no one expects you to take a vow of poverty.
"It is not just the African-American community that needs you," Obama said. "The country needs you. The world needs you."
According to the Atlanta Journal Constitution, attendees arrived as early 3:30 a.m. to reserve a spot at the open-air ceremony.
The president said that growing up, he used to chalk up some of his own "bad choices" to being black.
"We know that too many young men in our community continue to make bad choices," Obama said. "Growing up, I made a few myself. And I have to confess, sometimes I wrote off my own failings as just another example of the world trying to keep a black man down. But one of the things you?ve learned over the last four years is that there?s no longer any room for excuses."
First-year Morehouse College president John Wilson introduced President Obama. Prior to taking the Morehouse job, Wilson ran the White House's historically black colleges and universities (HBCU) initiative.
After the ceremony, the president was scheduled to later attend a fundraiser for the Democratic Senatorial Campaign Committee at the home of Atlanta Falcons owner Arthur Blank.
It was Obama's second graduation speech in as many weeks. Last week, the president delivered the commencement address at Ohio State. His third and final speech of graduation season, at the U.S. Naval Academy in Annapolis, Md., is slated for Friday.

STAVANGER, Norway (AP) ? Russia's Sergey Karjakin won the ?100,000 ($130,000) Norway chess championship on Saturday after drawing against Veselin Topalov of Bulgaria.
Karjakin needed only a draw against Topalov to take the top prize after the world No. 1 player Magnus Carlsen failed to win against Levon Aronian from Armenia, ranked No. 2.
Karjakin led the nine-day tournament from the beginning, winning his first four games and starting the day on 5.5 points, half a point ahead of Carlsen. He took over five hours to secure the draw.
Playing white, Karjakin handed an early initiative to his opponent with a passive bishop move to e3, giving Topalov hope of a first victory in this tournament.
"I got into a bad position, but I knew if I could get a draw I was in with a good chance of winning," Karjakin said. "O.K. I didn't play very well here today, but I thought that I would still have huge chances for first place."
There had been high hopes for Carlsen, playing on home ground, but the 22-year-old Norwegian said he had not played his best chess since the event began here on May 7.
"I think my play was a little off. In general, the positions I got from white openings weren't that bad. I just made some mistakes later on," Calsen said. "Karjakin deserves to win."
Carlsen faces India's five-time world champion Viswanathan Anand in November in the holder's home town of Chennai.
The pair met earlier in the tournament, neither securing a victory which would have handed one of them the psychological advantage going into the final few months of their preparation.
The Norway tournament attracted eight of the world's top 10 players.

DES MOINES, Iowa (AP) ? A little more than a year after three tickets split a world-record lottery prize, the jackpot for Saturday's Powerball drawing was nearing historic territory.
Should nobody pick the correct six numbers, the prize money will roll over to next week's drawing and almost certainly eclipse the $656 million doled out to winners in Illinois, Kansas and Maryland in the Mega Millions game in March 2012.
But the record could fall Saturday night too if a flurry of last-minute ticket purchases pushes the jackpot much above its current $600 million level. Since the previous drawing on Wednesday, it had grown by at least $236 million.
"If there was no chance, you wouldn't do it," said New Jersey attorney Rubin Sinins, who represented five construction workers who claimed a colleague cheated them out of a share of a multimillion-dollar lottery jackpot.
It seems simple enough: Just correctly pick five white balls out of a drum of 59 and one red one out of a drum of 35.
However, the odds of a single $2 ticket hitting the correct combination are about 1 in 175.2 million. That's slightly less likely than randomly drawing the name of one specific female in the United States: 1 in 157 million, according to the last census.
With such an astronomic payoff available for the lucky ticket holder, some buyers are content to settle for just a share of the winnings.
In Houston, city firefighter John Paetow and a dozen of his colleagues kicked in $10 each for the drawing, as they do occasionally when a the stakes soar into the lottery stratosphere.
"With firemen it's a camaraderie thing," said Paetow, 59. "It just makes sense to pool our money; it buys more tickets, gives us a better chance of winning."
Even if Saturday's drawing doesn't top last year's Mega Millions jackpot, it's already the highest in Powerball history, surpassing that game's $587.5 million record set in November 2012.
A major reason for the sales surge is that last month, Powerball landed the nation's most populous state as California joined 42 others that offer the game. California lottery director Robert O'Neill said the state had brought "sunshine and good fortune" to Powerball.
The Multi-State Lottery Association conducts the drawing live Saturday night from Tallahassee, Fla. The balls are weighed and X-rayed, and there are practice runs before the official televised version.

US District Judge Susan Webber Wright granted an injunction sought by abortion rights groups, saying the ban was "more than likely" unconstitutional and ordering that implementation be delayed until a legal challenge to the law can be tried in court.
The law was to have taken effect in August.
The?Center for Reproductive Rights?and the American Civil Liberties Union filed suit against the?state medical board?in April on behalf of two?Arkansas?doctors who perform abortions.
"Today's decision ensures that the women of?Arkansas?will remain protected from this blatant unconstitutional assault on their health and fundamental reproductive rights," Nancy Northup, chief executive of the?Center for Reproductive Rights, said in a statement.
"Such an extreme ban on abortion would have immediate and devastating consequences for women inArkansas, especially those who could not afford to travel out of state to access reproductive health care," she said.
Northup said the group is confident the law will ultimately be struck down in court.
The?Arkansas?Human Heartbeat Protection Act would ban most abortions after about 12 weeks of pregnancy, once a fetal heartbeat can be detected by a standard?ultrasound. It allows exemptions in cases where the pregnancy resulted from rape or incest, if the life of the mother is in danger, or if major fetal problems are detected.

Melbourne-based researcher Hubert Seiwert's iSniff GPS, now freely available for anyone to download and use, combines three different Apple iOS features.
None of the features pose any threat to privacy on their own, but when combined could tell strangers a lot about you.
"This could be used to locate ... where people live," Seiwert told SC Magazine.
The first feature Seiwert used is well-known. Apple iOS devices that have both Wi-Fi and GPS turned on send the names and locations of all Wi-Fi access points they encounter back to the Apple mothership. The devices don't need to be connected to a specific access point for this to happen.
This feature helps Apple's mapping services. Google does the same thing with Android devices. Users of both kinds of devices can turn the data-sharing off.
The second feature is unique to iOS devices. Last year, security researcher Mark Wuergler of Miami-based Immunity Inc. found that iOS devices, when trying to connect to a Wi-Fi access point, will broadcast the unique network-interface IDs of the previous three Wi-Fi access points to which the devices actually did connect.
These unique network-interface IDs, called MAC addresses, can be physically located when run against online location services that keep databases of such things.
(MAC addresses differ from Wi-Fi access-point names such as "John's Wireless Router." MAC addresses are fixed, unique and used by machines to communicate with each other; Wi-Fi location names, also called SSIDs, can change at any time and exist for human convenience.)
Wuergler told the tech blog Ars Technica in March 2012 that he'd combined the Apple MAC-address feature with Google Location Services for Android to create a proof-of-concept application called "Stalker."
"I'll know where you work, I'll know where you live and know where you frequent," Wuergler said at the time. "If the last access point you connected to was your home, for example, I'll know right where to go to get to you later or get to your data."

A finance expert has warned that people may fall into the ?interest rate trap? set by the finance companies. The simple procedures promised by the companies would prompt people to borrow money, even if they don?t really need capital at this moment.
?I know that a lot of people have fallen into insolvency. Their monthly income is just enough to pay the principals and interest rates, while they don?t have any money left for the daily needs,? he said.
Dung said he cannot understand why legal finance companies can lend at such sky high interest rates and they are not punished by the State Bank.
He was explained that finance companies don?t bear the control of the State Bank. ?We are a foreign invested enterprises, and we don?t have to follow the State Bank?s regulations on interest rates,? a credit officer said to him.
The 2005 Civil Code stipulated that lending interest rate must not be higher than 150 percent of the prime interest rate ? the rate set up by the State Bank. It's pretty tough to look at the world's best-known rivalries and exclude one of history's finest -- that being, of course, Sonic and Mario. The gritty battle between Nintendo and Sega gave fans on both sides plenty to converse about over the years, and one might say that the video game industry as a whole benefited from the back-and-forth. Now that Sega is a shell of its former self, though, the company's most iconic character is turning to its archrival in search of shelter. On the console side, Nintendo will be the exclusive home for Sonic games going forward, with the Wii U and 3DS set to become the homes for the next three titles -- details of which should be revealed "in the coming weeks." LOS ANGELES (AP) ? With a flawless voice that recalled past "American Idol" finalist Jennifer Hudson and a sense of determination after not making it in previous seasons, Candice Glover did the one thing Hudson wasn't able to do: She won the title of "American Idol."
"I always knew for some reason that it would happen if I kept going," said Glover backstage Thursday after her coronation.
The 23-year-old vocal powerhouse from St. Helena Island, S.C., auditioned for the ninth and 11th seasons of the Fox singing competition but didn't ascend to the finals until this season.
Glover looked stunned when "Idol" host Ryan Seacrest announced amid a flurry of confetti that she had bested soulful 22-year-old country singer Kree Harrison from Woodville, Texas.
"I don't remember him saying my name," said Glover. "I do remember confetti getting in my mouth."
After her crowning, an emotional Glover sobbed her way through her new single "I Am Beautiful."
It was fitting that Hudson, who went on to win a Grammy and an Oscar after being the sixth contestant eliminated during the third season, returned for Thursday's 12th season finale to duet with Glover on Natalie Cole's "Inseparable."
"I look up to her and, honestly, she is so successful after this show, and I really admire her," said Glover, who worked as an excursions coordinator renting scooters and golf carts back home. "I finally got a chance to not only meet her but sing with her."
Hudson was among the guest stars who helped fill out the two-hour finale show, including Psy, Frankie Valli, Emeli Sande, Jessie J, Aretha Franklin and former "Idol" judge Jennifer Lopez. Current "Idol" judges Keith Urban and Mariah Carey ? along with Randy Jackson on bass ? also performed.
Jackson previously declared Wednesday's three-song showdown a dead heat between Harrison and Glover, who have both once been among the show's low vote-getters.
"The title is freaking amazing, and I'm so proud of Candice, but for me, I'm so thankful I could even stand next to her on the finale," said Harrison, who now lives in Nashville, Tenn.
Glover's win marks the first time a female and a nonwhite singer has won the competition since Jordin Sparks dominated the sixth season in 2007. The previous five winners ? Phillip Phillips, Scotty McCreery, Lee DeWyze, Kris Allen and David Cook ? were all Caucasian guitar players, known to "Idol" fans as WGWGs, or white guys with guitars.
The lack of a female champion for the past five years was mocked in a finale bit featuring the female finalists, in cahoots with Sparks, jokingly sabotaging this season's five male contestants.
Last year's finale between Phillips and budding pop diva Jessica Sanchez brought in 132 million votes. The vote totals for Thursday's finale weren't shared with viewers.
Besides the crowning of Glover, Thursday's finale also served as a final farewell for Jackson, the show's last remaining original judge who announced last week that he's leaving "Idol" to focus on his record label and other business opportunities. Jackson served as a judge on all 12 seasons of "Idol." He first appeared on the panel alongside Simon Cowell and Paula Abdul when the competition debuted in 2002, becoming famous for his easygoing "yo, dawg" rapport with contestants.
"I love everybody that walked on this show," Jackson said. He added, "Hopefully, I touched their lives a little bit. They certainly touched mine."
It's unclear if Urban, Carey and hip-hop diva Nicki Minaj will return as judges next season after reports surfaced last week they wouldn't be asked back to "Idol."
"I have no idea," said Urban. "There's talk about it. I'm in the studio finishing an album, putting a tour together. We hit the road in July."

In a groundbreaking resolution, the Los Angeles Unified District school board voted Tuesday to ban suspensions for ?willful defiance,? making it the first district in the state to do so.
This decision will stop suspensions for a variety of misbehaviors?anything from mouthing off to teachers, eating food in the classroom, or violating the school dress code?which critics have maintained are too broad and arbitrarily enforced. Instead, starting next year, principals will install alternative disciplinary measures while students remain in school.
The ban in LAUSD, the second largest school district in the country, marks a major shift from a zero-tolerance policy for minor infractions.
?We know that taking kids out of school is not an effective solution for dealing with students who have behavioral issues,? said Tonna Onyendu, an organizer with the Liberty Hill Foundation, a nonprofit group that helped craft the proposal for LAUSD. ?What?s worse,? he said, ?is it leads to racial profiling in the classroom.?

Data collected by the U.S. Department of Education from schools around the nation shows that the zero-tolerance approach to school discipline has a discriminatory effect. African-American students are suspended from school more than three times as often as white students across all grade levels.
In LAUSD, African-American children make up nine percent of the student body, but they account for 26 percent of all suspensions, nearly half of which are for willful defiance offenses.
Seattle and New York City school districts faced civil rights investigations by the U.S. Department of Education for an alarming rise in suspension rates in recent years, particularly among African-American and Latino boys.
New York City saw more than a 130 percent increase in suspensions from the 2002-2003 school year to the 2010-11 school year, when schools came under mayoral control.
By eliminating the willful defiance category, LAUSD expects a drastic cut in suspension rates. That would continue an aggressive campaign by Superintendent John Deasy, who has already slashed the districtwide suspension by two-thirds since taking the helm last year.
But school administrators anticipate several problems with the ban.
Judith Perez, president of the Associated Administrators of Los Angeles, said the new rule places an additional burden on overworked school principals, who are the final authority on suspensions.? ?
?The fact is, to have meaningful follow up with students, to have effective intervention support for kids, that requires additional training and support to schools and additional personnel to do it right.?
In other words, that requires money, and the district has yet to outline a budget for the development or implementation of new programs.
Currently in LAUSD, the school personnel-to-students ratio is at an all-time high. Public elementary schools must have more than 1,150 students before an assistant principal is assigned. Ideally, said Perez, there should be one for every 700 students. She calls the counselor ratio ?horrendous.? The average high school counselor is responsible for 500 students.
?The district needs to go beyond just saying, ?You can?t do this anymore.? Instead, they need to say, ?Here are new guidelines and here are the resources to enable you to do it.? ?
The details of the policy shift have yet to be worked out, but the hope with the ban is to keep kids in school and prevent them from heading down the wrong path.
There have been multiple studies done that have found strong links between suspensions rates and poor academic performance, low graduation rates, and run-ins with the criminal justice system. An Indiana University study determined that a school?s ?adherence to zero tolerance discipline is second only to poverty as a predictor of students? poor performance on standardized tests.?
Researchers at the University of Kentucky found that ?a history of suspension from school accelerates youths? progress along a pathway to delinquency and life-long failure.? Additionally, throughout the state, ?it is unusual to find a youthful offender among the state?s population of incarcerated youth who has not been suspended from school.?
In an effort to prevent kids from dropping out and ending up behind bars, one East Los Angeles school decided to do away with suspensions altogether. This was in 2009 when test scores at Garfield High School were so low and the dropout rate so high, that the school was on the verge of a district takeover.
?We looked at the data and the studies and we knew this was something that was supposed to work,? said Assistant Principal Rose Ann Ruiz.
It was a huge undertaking for a school with 2,600 students and with no additional funds from the district. Instead, said Ruiz, faculty, students, and community groups signed ?Promise Letters? to do whatever was necessary to turn the school around.
That meant working extra long hours. Professional development training took place after school. Weekends were spent creating behavior intervention plans specific to students.
It also meant making a complete cultural shift that started with training teachers to respond differently when confronted with disruptive students in the classroom. Rather than recommend suspension for a student who shows up without a pencil?something that happened often?teachers were trained to find more productive solutions without engaging in a power struggle.
Now, several interventions?including parent conferences, meeting with the school counselor, and even a social-emotional support specialist?take place before a chronically disruptive student lands in front of the dean of discipline.
In the three years following the ban on suspensions at Garfield, API scores went up by 114 points.
?I can?t say it was easy and it took a lot, a lot, a lot, of time,? said Ruiz, ?but I can say the results have paid off.?

European GDP data were released this morning, missing expectations and offering scant evidence of improvement for the troubled region. GDP for the 17-nation Eurozone dropped 0.2%, worse than the 0.1% expected contraction. The recession has now extended into a sixth consecutive quarter. As for the two stalwart nations on the continent, Germany saw 0.1% growth and France officially fell into a recession with a contraction of 0.2%. European markets had little reaction to the news.
The optimists at the IMF point to the improvement last year. Germany, worried about picking up the tab for potential stimulus, seems to think things are going just fine as long as deficits are under control. According to Marc Chandler, head of global currency strategy at Brown Brothers Harriman, Germany's push for austerity is still carrying the day in Europe.
History suggests Europe is reluctant to be dictated to by the Germans. If they object this time around they shouldn't look to the U.S. for help. As Chandler sees it America and the IMF are just fine with the current path. "For the first time in American history its alright for a hedgom to come in power in Europe," he says in the attached video.So Germany is forcing austerity on the rest of Europe without protest despite unemployment rates still ticking higher on most of the continent. The Eurozone unemployment rate for March exceeded 12.5%. Southern Europe is getting hit the hardest. The jobless rate is above 27% in both Spain and Greece. Portugal unemployment came in at 17.5% in March, even as the nation is trying to meet the latest round of spending cuts.
But never mind all that. The IMF insists Spain will have a budget surplus by 2018 and such improvement will be organic, not drawn from other member nations. With deficits falling Germany wants to stay the course, despite record and rising unemployment.
If that seems wrong chalk it up to American impatience. The improvements may seem either glacial or non-existent to the rest of the world, but the Germans and IMF regard them as good enough.
"Things are moving in the way that Germany wants, at a slow pace," says Chandler.

NEW ORLEANS (AP) ? Authorities have arrested the suspect wanted in a Mother's Day parade shooting that wounded 19 people in New Orleans, police said.
Akein Scott, 19, was arrested Wednesday night in the Little Woods section of eastern New Orleans, police department spokeswoman Remi Braden said. She said no additional details were available and would not be until Thursday morning.
Police previously said Scott had an arrest record involving drug and weapon charges.
Court records show some had been dropped but he was facing a felony charge of illegally carrying a weapon while in possession of a controlled dangerous substance. Scott was scheduled for a court hearing on motions related to that case Thursday. It was not immediately known whether he would be present for that hearing or whether it would be rescheduled.
Video released Monday showed a crowd gathered for the Sunday parade suddenly scattering in all directions, with some falling to the ground. They appear to be running from a man in a white T-shirt and dark pants who turns and runs out of the picture. Police said they identified the suspect from the surveillance camera images.
As many as 400 people had come out for the event. Officers were interspersed with the marchers, which is routine for such events. The crime scene was about a mile-and-a-half from the heart of the city's French Quarter.
Two children were among those wounded.
The mass shooting showed again how far the city has to go to shake a persistent culture of violence that belies the city's festive image.
Gun violence has flared at two other city celebrations this year. Five people were wounded in a drive-by shooting in January after a Martin Luther King Jr. Day parade, and four were wounded in a shooting after an argument in the French Quarter in the days leading up to Mardi Gras. Two teens were arrested in connection with the MLK Day shootings; three men were arrested and charged in the Mardi Gras shootings.
